ICT Infrastructure Design & Deployment This includes the physical aspects of Information & Communication Technologies design and deployment.

  • Design/Build/Train: Quavant designs, builds and deploys ICT networks and trains local personnel to operate the network effectively. Frequently Quavant supports one group of local personnel in the design/build phase and another group for operations.
  • Integrated Network Planning: Quavant can develop long-term network capacity and resource requirements and planning for 6, 12, 18 and 24 months programs in conjunction with local timelines and expectations. Quavant delivers network traffic engineering, capacity planning, and network optimization services and frequently builds a business case for future expansion. Quavant uses a library of models with relevant network statistics to create customized predictive planning models for expansion and growth. Frequently network planning also requires improved procedures and policies for the operations staff and entire organization.
  • Network & Application Security Audits: Quavant has extensive experience in "hardening" systems against outside attack to meet rigorous security standards.
  • Backbone Network Development with Access Network Partnership: Many developing communities wish to improve backbone network capability, which can catalyze development of ICTs and feed other networks such as mobile and fixed voice. Broadband access can be provided along with tie-ins to submarine or regional fiber backbones.
ICT Network Operations & Optimization This includes ongoing network maintenance and end-to-end network management options.
  • Break-Fix Network Operations & Maintenance: Quavant can be responsible for the 24/7 day-to-day running of a network including troubleshooting problems common to all existing installed networks, such as power outages, network monitoring, equipment failures, weather-related failures, and systems failures.
  • Lifecycle Management: Quavant can manage the constant flow of moves, additions, & changes for new sites, site moves, new services, and configuration changes. A network can be continually expanded and modified within boundaries of capacity and the geographic footprint of the network.
Training, Mentoring & Building Human Capacity This includes training and resource development focused on managerial, technical, operational, and regulatory aspects of networks.
  • Knowledge Transfer: Quavant provides training and resources to develop operations skills and the technical knowledge required to deliver break-fix network operations and maintenance.
  • Training and Mentoring: Quavant provides senior technical and business personnel with training and mentoring in order to transfer full operational responsibility to local people over a 2-5 year period.
  • Joint Venture/Partnering Program: Quavant works with clients to develop this type of customized relationship if an administration or operator is interested.
Business/Program/Application Management & Development This includes a broad range of senior management expertise required for the network investment payoff for the community. This expertise can be offered either on an outsourced or mentoring basis as needed by the client.
  • Business Development: Quavant offers a full compliment of critical skills associated with the transition to a self-sustaining network, these include finance, budgeting, cost accounting, marketing, product development, operations and customer service.
  • Program Management: Quavant provides senior-level planning and coordination of major network upgrades, expansions and modifications.
  • Application Services: Quavant offers e-services such as VoIP, video conferencing, e-mail, and all the other mission-critical applications on an outsourced basis. This allows operators to offer these mission-critical application services to their customers without incurring the cost or overhead of managing the infrastructure.

Regulatory/Policy Management and Reform This includes offering training, informational resources, and the promotion of information sharing among regulators in developing countries.
